For some reason cheat engine 7.4 is not opening

It is just giving me this message Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item I disabled my Norton anti virus and firewall all that stuff still gives me that message and even if I run as administrator it doesn't give me the message and it doesn't open at all any idea on what to do?

Disabling norton may leave some traces in kernel memory, try restarting windows(not shut down and back on, actual restart, else it will stay in kernelmemory)
