I apparently missed the hype train on this, but I saw the video today, and I feel like he planned to do that all along. It's all about being viral these days, and what better way than to fuck up a pageant that not a lot of people are going to watch otherwise? Now people are saying his name again, and actually know who Miss U is this year. (She was far cuter anyway, clear winner.)
Edit: They apparently invited him back, hoping that they'll cash in on people hoping to see him fuck up again, I bet.

I feel it was a honest mistake.
The design of that card was atrocious and I can see how the mistake happened.
Still, Steve Harvey is a beloved celebrity and he admitted the mistake professionally right away when he realized what happened.
Had it been other less likable person, it might have not gone viral.

Say you are the host.
You have to peek the card, can't blatantly read it. so after you catch 1st and 2nd you probably will skip to the actual content ignoring that it says runners up.
Also you have to hold it, and if you are right handed then your thumb will most likely be covering the part that says PHILIPPINES. Not knowing that it says PHILIPPINES down there you might think that it says MISS UNIVERSE 2015 just as a brand thing.
the design is horrible. there was no need to make that separation.
