i won't add that as that would be too obscure to use for most people
but, you can use lua to create a form with a memo and a button
then add code under the button so when clicked it parses the text in the memo according to the above rules, and apply the changes

and you can add a menu, or shortcut, or button on the main ce window to open that form

If the cheats are simple addresses (or pointers), you can simply tell people the addresses.

However if the cheats are more complex (like scripts) it's likely too much data.

If you're distributing cheats you can just give people your saved table.
Hell, if you open one table and then another, CE offers to merge them.

So if you've made cheats people won't need to script anything.

But if they want to make their own cheats they're going to have to learn because PC games run in a far more complex environment than older games. There's no such thing as an operating system on a DS or Wii, for example.
