Sometimes when I try to find out what access or writes to an address, nothing shows up when I change the value unless I restart cheat engine or the process.
For example, step 6 of the tutorial, nothing showed up until I restarted cheat engine and the tutorial and then results showed up but at step 7 also nothing shows up.
This didn't used to happen so I am wondering if there is something like a cache or anything else that needs to be cleared out maybe? or am I doing/did something to make that happen?

I know that dude.
I did list the tutorial example, I clicked the change the value button and there was no results. only after restart worked as intended.

So long as you're using the game to change the value by clicking on "Change Value" in step 6 or "Hit Me" in step 7, it should be coming up. Make sure that the debugger hasn't already stopped (the bottom-right buttons says "Stop", not "Close"). You could also try changing your debugger method in Edit > Settings > Debugger Options.
Try doing it again and see if it happens. If it does, please explicitly list all steps you take to reproduce it. Other information such as your OS and CE version may also help us discern what's wrong.

Preferred Breakpoint method is on Hardware Breakpoints (Max4) which is default I think. I really don't want to miss with that since I don't understand what it does.
Windows 8 -- 64bit -- CE6.4
Step 6: PW=098712
- I find the value: Exact 4bytes
- Find what access the address - change the value and get 4 results, click stop like instructed.
- double click and copy to Hex and search and then add manually.
So step 7: PW=013370 right after.
- Find the value: Exact 4bytes.
- Find what writes to the address as instructed, click Hit me and nothing, no results.
Edit:
I restarted CE and Tutorial and did the steps to find what writes to the address, and it worked, only one result.
So it works but it doesn't work if I use it multiple times one after another or something.

Huh, that's really weird. Considering step 5 is the first time it asks you to use the debugger, it seems as though your hypothesis also holds true for what you experienced originally.
I'm not sure what the problem is. If I had to guess, I'd say it's some sort of an external program (like an AV) that's interfering. Try using the VEH debugger instead of the windows debugger (or vise versa, if you were using VEH) and see if that makes any difference. You could also try using a completely different program like IDA.
