Im created trainer for Gta Vice City But After the restart vice city my trainer is not working,, please help me to fix

Because the address you find will change when you restart the game, you have to find the pointer of the address (if your hard disk has space, then try the pointer scanner or you can do it manually), or you can create an AOB scan.

What you are facing is called DMA (Dynamic Memory Allocation).
Instead of finding pointers to pointers to pointers I suggest you look into Debugging, setting breakpoints in memory.
Before you proceed it looks like you recently started ?
If so you should try to get your hands on the GameHacking Archive, I am not sure if I still have it on my disk, but mostlikely someone else still has it.
It contains hundreds of tutorials describing what DMA is, how it works and how to defeat it.
It will give you a very good base to proceed.

look into creating trainers in c++, it may give you more of a range of options than cheat engine.
