let's say i play some RPG games, where my characters need to do certain conditions to unlock new skills

so, how exactly do i unlock all skill using cheat engine ? what's the right way to scan before i learn new skill and after

It depends on which condition the skills will be unlocked. For example, the skills may be unlocked by the high level of player. If this is true, you must find what access to player's level and try to skip checking level. However, the game could require a set of conditions to unlock skills, such as some prerequisite skills must be unlocked and some other conditions that are unknown to me.

how about "reach Lv x to unlock this skill" condition ? what should i scan there ? i dont think number scanning would work

Number scanning would work with some old games. I don't know much about how modern game store the level, sometimes the level is calculated by the experience point, sometimes the level is also unlocked by conditions. I don't have expertise knowledge in such problem, sorry.

You can attempt to find out what instructions access your level address.
Then, when you view a skill that says "You must be X to unlock", hopefully something touched it.

the skill list format is "clear arcade mode with ABC XYZ character" what should i scan ? please help...
