Frauding the system to get content for free is not allowed to be discussed here. It is considered fraud.

Geri and atom0s, the phrase "DLC" doesn't strictly mean "paid-to-download expansions" anymore. Yes it did years ago, but nowadays a lot of games actually include "DLC" with the main game and then charge you to access the data that you already have a copy of (as in, already exists on your private machine).
A number of companies and games do it and there's been a number of discussions about it in the past two years or so. It's a dick move on the part of the devs... but on the flip side since the data is already on the machine/disc in question, there's no fraud or network spoofing or anything required to access it.
In fact like the OP stated, sometimes a save game edit marking the DLC areas as accessible is all that's needed (though I've no clue on the locking method for the game in question).

You're missing the point. The fact that it is pay-to-play makes it illegal to 'unlock' since that can be equated to theft and therefore prohibited for discussion. The fact that the devs incorporated the data on to the disc as opposed to requiring people to have internet and take the time to download it in the first place is just a matter of cost and convenience. Circumventing those protective measures on paid content is illegal no matter how you slice it.
On the other hand, if the content labeled as 'DLC' was actually free, then we can talk about it.

You may want to read this FAQ/guide I wrote on the subject of software piracy and the common myths about it. It includes explanations and sources, with some of the sources being government/law sites.

Not for nothing and no offense, but your opinions on piracy vs. what will happen in the court of law are two different things.

That is just one example.
Many programs contain the serial key within the disc files or in the code itself.
And before you rebuttal with copyright semantics, you might consider reading about copyright law.
In any event, as atom0s says, a lot of these legal matters that fall within 'gray areas' are not worth flirting with.
