Steam doesn't give two shits about achievements, as a matter of fact I often get them just randomly even though I hadn't done the stuff.
Like in tf2 I used to get the super big "heal 10 trillion health points total as medic" or whatever achievements just by healing someone etc.
So yeah, you can either try to use SAM or just look for an auto achievement server (you connect, type !giveall, and presto they tell steam you've done everything necessary to get all the achievements).

I used SAM for Poker Night 2 to unlock all the achievements because it takes fucking forever to get them. They give items in BL2 and TF2.
I'm just being a paranoid fuck.
