Youll need to look up the specs on the onboard video and your card and compare them.
Edit: I think I misunderstood your question...
No, you'll get the performance of whatever card you plug it into. _________________

| What your describing sounds an awful lot like integrated graphics on a motherboard. Your video card will almost always be 9999x better than integrated graphics unless its a really old card. However, there are ways to recieve output from the VGA/HDMI of your card, but only if your card supports the display desired. |

No. You will get the performance of the motherboard if you connect it to motherboard. _________________

| Unless you have a motherboard with an APU or it has hybrid crossfire, you get whatever you plug it into. Some boards can do hybrid crossfire but its useless if the gpu is much stronger. |

You reinstall video card software and retry. I'm not sure that you have connected your video card with motherboard gives good performance. |
