I think no one here can make a better decision than you, since it mostly depends on which parts you have and where you're planning on putting your pc (the HAF XB looks like it takes in a lot of space).
Personally I think the HAF XB looks better. If you have two coolers, get this one.

| So you're one of those guys who thinks shiny lights and pretty colors are going to boost your computer's resources huh? My advice is to save your money and just use a case of an old computer lying around your house.

Cooler Master Scout 2 would take my vote, due to being larger and having more air flow. The smaller case is restrictive, less room for expansion, etc.

Picking which of these two cases you should go with is really difficult as their cons overweights their pros.
Cooler Master HAF XB
Pros: Supports lots of fans as HAF stand for High Air Flow
Has hot swap HDD bays to easy removal and installation
USB 3 on the front
Cons: These are desktop cases and it's design to be use in a horizontal position. Placing them on the floor will be too low to the ground. Doing the simplest things like pressing the power switch or accessing the front USB becomes annoying.
Placing on your desk will be a problem too as, it has a large footprint for your desk to accommodate. It will need at desk with at least 17.4" wide by 16.4" deep. To get a idea of how much space it needs, just take a ATX case and lay it on its side.
For $99 (price in US) its water cooling holes are not cut, its cut out is still intact. For that price they should have cut out the holes and use rubber grommets.
Power supply size is limited to those standard size, so no long style power supplies as its cables may hit the HDD's hot swap circuit board.
Cooler Master Scout 2
Pros: Uses less footprint than XB since it's a tower
Has a sliding cover to prevent less dust from getting to the USBs and audio ports.
Plenty of room to work with, okay that's a lie
Cons: Length of case can be just inch or so longer so the top HDD don't have to be removed with a long graphic cards is installed
Looks cheap and by its interior, when everything its installed, it will look cramped, thus moving your hand around when doing wire management
a PITA.
Design to attract preteen boys who's into giant robots and cool little boys stuffs. CM should just take a sicker of Optimus Prime, slap it on their cheapest case and it will sell like hotcakes.

| I have the CM HAF XB and it can have a fairly long PSU in it. The PSU actually sticks out a half inch too, since it has the outer plate for the psu to use thumb screws. You can fit a little bit of a longer PSU but its not ment to be a server case or anything, its a test bench.
