That windows already knows that graphics card means it most likely came out before that windows version was released

If you have to install a driver that means windows didn't know it yet, so it's newer.

Of course, that doesn't always mean it's stronger. Nvidia for example tends to bring out cheap/crappy low performance cards after creating a very expensive/fast one

K thats why windows 7 offers me a driver for my 7970, which came out long after windows 7. It offered me it the day it comes out. Windows is able to read the GPU bios, find out its vendor information, and locate its driver.

Never download drivers from windows update, ever.
