It keeps telling me I need to wait to change my avatar; however, I'm not touching the field at all.

Perhaps autofill of your browser is filling it in for you, but the case doesn't match
Or it's just that the name being checked against is a database safe version of your name instead of the one actually stored (due to the ' in your name) If that's it, just wait 2 weeks and change your name

Well, I just opened up CEF in Internet Explorer, which I've never used before, and tried it; still did it. And back when my name was Alreiger, it still did this, but now it's tacking time on to how long it takes and it's beginning to get annoying.

Do you have any plans to lower the waiting time as there's less likely to be abuse of the feature?

I'm guessing it's because of the ' in your name.
Same thing happened to me when I had a " in my name.
