That depends on your definition of 'Hooking'
There are 4 ways to get the register at a specific value:
1: Kernelmode debugging works without 'attaching' a debugger and without injecting a dll. (no hooks)
2: VEH debug: Injects a dll but does not hook any functions (no hooks)
3: Windows Debug Attaches a debugger (not really a hook)
4: hooking the instruction and read the register: Hook

I'd guess that the first 3 methods fall in the 'no hooking' part _________________
