2. i wana buy new processor but dont want to change whole mainboard

They all fit, its that your pc has a power supply that can manage.

You can only change your cpu to something your mainboard supports. So get the model number and look it up.

how can i know power suply requiements for some gpu? is 400 w enought 2 run ATI radeon 4650

1. By checking your mobo and PSU. If your mobo has the correct slot (e.g some GPU requires two PCI-e x16 slots) and your PSU can provide enough power then YES.

2. Yes and NO. Depends on your mobo. Some i7 processors e.g requires a different type of motherboard than other i7 processors. Post your specs with company name etc. so we can better tell.
