2) You didn't say nobody could use it
3) You aren't Sony and don't own the character art, so you are unable to license it and therefore the previous isn't even possible
So unless he claims to have made it somewhere I don't see what he's doing wrong.

he's using work that I made in his Sig, without even asking permission

He is aiming to the fact that you didn't made the render, I don't see you giving credits to the drawer of the character.
Btw, I would be proud if someone would use a sig I've made.
