a) Don't understand.
b) You need to modify the code and release the updated version. (This can be done by simply replacing the URL in your thread/website/etc.)

Depends on the mod.
1) Most commonly, you need to make sure the itemIDs don't overlap. Also, if they editted similar files, you'll need to edit them yourself and add in both changes.
2)Replace all files with new ones. Check if any old files have been removed, do so if they are.
But easiest way of doing this is a modloader.
