Overpriced. And the 550 Ti is very underpowered for its price, when compared to similar offerings.

You won't notice the difference between the i5 and i7 if you are gaming, and you'll be getting better frame rates anyways with the 6970. You don't really need 8 gb, but you can get more if you want in the future. You can also CX your 6970 when the price comes down later for increased performance. Credits to THw for guidelines.

Perhaps, if you were playing a heavily threaded game that needed the extra cores that the i7 provided, and if you had the similar graphics card. However, to get that i7 and stay within the $1000 range, he would have to cut back on his graphics car or elsewhere, and reduce the performance anyways.
