My Price range is 300-400$. So far a friend of mine built one. These are the specs.
382$:
Phemon II x4 920 Quad Core
750gb hard drive
4gb ram
Price includes tower, motherboard, cpu, power supply, heat sink/ fan, video and sound card, obviously memory and hard drive.
Can you help me build one that might be better?

Dude, another $100 could really jack up that video card, which would be required if you plan on doing much gaming on the machine.
It's not hard to make another $100, clean your neighbours cars, ask your parents to pay you to do extra chores or something.
