my Current build is:
Intel Pentium 4 3.00 GHZ (oc'd to 4.00)
3gb ram
integrated intel G33/G31
edit:
motherboard: Gigabyte G31m-S2L

should I buy a graphics card or Should I just build a new computer

Keep in mind that I am not in US/Canada.
I would like the build to be cheap.
I dont need it to be top-tier just able to run games at low settings.

It's not prebuilt.
But it was built a very long time ago.

You can buy the Radeon HD 5670 which is around 500 LE and can run Crysis on medium-low settings at around an average of 44fps.

Also Would that build be able to run games?

Oh yeah, the stock P4 probably wouldn't handle Crysis at above low settings, but it might since you OC'd it. Some smarter guy will probably be able to help that though.

Also, http://www.egprices.com/ seems like a good place to buy parts from.

how can i test if my processor can run games ?

for sxample: prototype require core 2 duo 1.86 GHz

can my 3.00 P4 run it if all the other requirments are met ?

It might run the game, but might be slower because the C2D even at 1.86GHZ is faster than 3.6 P4's

A way i find out if i can even run the game before i buy it is i site called can you run it it scans your computer's hardware then compares them to the minimum requirements of the game

I would like to know what's the difference between:

Intel® Core™ i3-2100 3.1GHz Processor

and

Intel® Core™ i3-540 3.06GHz Processor


Also I would like to know which PSU to use to power the following:

Intel® Core™ i3-540 3.06GHz Processor

PowerColor ATI Radeon HD 5670 1GB GDDR3

Gigabyte GA-880GM-USB3 motherboard (any other motherboard suggestion is welcome)

Western Digital (WD) Caviar BLUE WD5001AAKX 500GB SATA 6.0 Gb/s16MB Cache HDD

I am not really familiar to computers so any build suggestion / improvements would be very welcomed

540 is 1156 and 2100 is sandy bridge (1555). If you don't know then google...
