I had that problem ages ago but it went away.
Just make a support ticket with steam saying you're trying to buy these games for the sale price RIGHT THE FUCK NOW and that if it won't work today because of they're error you want the same sale price later when it starts working.
They did it for me, I got a bundle of games for $5 2 days after it left the store.

I don't get the point of putting money in your steam wallet, unless you're buying TF2 items or something. You're basically putting money you can do anything you want with into a virtual store credit. No sense.
