I think I know what he's trying to say.
This is more of a philosophical question, because consciousness is not well understood.
So speaking from my understanding of it, consciousness is linked to intelligence. Creatures with lower intelligence do not have the ability to recognize themselves (in other words, be self aware).
Since intelligence is something that comes from evolution... consciousness evolves.
To say that it is evolving consciously would be to say that our "free will" is what causes consciousness to evolve.
What you think does not affect your DNA. Reproduction is what causes mutations in the DNA. Mutations lead to evolution. Evolution leads to consciousness.
So OP's question is a stupid play on words. It doesn't even make sense as to why it's a question, because it's just common sense. Unless you have some valid points that would back up the reasons for your question.
