So... what would be the plot? "Do this over and over again until you piss off x person!" ? There's no story to the game, so therefore a story in a movie just isn't possible.

The cinematics they've made for each character each build a plot. They could easily turn TF2 into a film. :/

This.
There are stories in the character's "profiles".

Hell yeah meet the sniper video alone has a plot that could give backstory about him back home with his parents and he gets into trouble and the only way out is to assassinate someone and so begins the journey.

I also think there should be campaign mode (singleplayer) for each class.
Like the spy would have to sneak into a base and steal some intel and get out, all MGS style.
Scout would be chillin in the streets of Boston and a ton of thugs from a rival gang start a fight so you have to get in a melee brawl.
Or maybe even the scout has to play baseball, and when you win the other team gets pissed off and there's a huge fight, that would be fun.
Heavy would be up in the snowy mountains by himself and obviously have to fight a bear with his bare hands, then that's how he makes the warrior's spirit.

You get the idea, each class' campaign would be like half an hour of gameplay and expose a little bit of each character, it would be fun.
