I can run any non-steam games fine and without lag, but for some reason 99% of the time it either just A) doesn't open or B) takes about 5-10 minutes to actually join a game. I can run games like WoW, Oblivion, CoD4, Fallout 3, and others on decent settings without any lag at all, whereas I can't load games of KF or TF2. The problem here is that when I actually get into the games, I play with little to absolutely no lag. An example of this is when I was playing games of Killing Floor, beginner with 5 players and over 112 zombies, with no lag. Whereas when I try 1-2 players on normal+, I literally freeze as soon as I join.
TL;DR Steam fucking the hell up
Does anyone know how to fix this? I can run the games fine but steam doesn't like me.
I tried googling it.

Steam is one of the best ideas ever with the worst implementation ever. Make sure you don't have steam set to download updates while you are playing. Try turning off your Steam Friends list. Make sure you don't have antivirus running a scan, or Windows downloading updates. You know the usual stuff.
As for a fix for Steam, there isn't one I'm aware of. This lag could be due to how Steam launches apps, or it could be the matchmaking portion of the software. I suggest you file a bug report with Valve or Steam and hope for a patch.

I've never had lag from steam. Is this while playing online or does it happen on valve games or all games on your steam?

add Code: | "-autoconfig -condebug -dev" | to launch options. once you've started the game up once again, then go to Code: | C:\Program Files (x86)\Steam\steamapps\SEXY-USERNAME-GO\[Game] | if it's still crashing, and find the file with the name Console.log or Console.txt and post it here.

All of them. It's not that I lag in-game, it's trouble loading them and joining games.
@AhMunRa I've tried all of that except for filing a report.
@Fantasy I'm not sure what you mean.

I know, but troubles loading them is usually fixed with the -autoconfig.
From what I understand by your first post, it's all Valve games that's having troubles launching properly, and any non-steam game you've added works fine. Correct? If so, try the following.
step by step:
~ Rightclick your desired game in the steam Library window (Let's say it's Counter-Strike: Source just for the fun)
~ Select "Properties"
~ Click "Set Launch Options..." in the new window
~ Type in "-autoconfig -condebug -dev" withouth the ""
~ Press "OK" and Close the window.
~ Start up your game
Now, there's two outcomes
1. Your game now runs correctly, with no lag or alike.
2. Your game is still bugged, and lags.
In case 1. you can go back to the launch options, and remove -condebug and -dev , but keep -autoconfig on. Now your game should be running fine for the rest of your days.
In case 2. you should go to the games folder which is by default: C:\Program Files\Steam\steamapps\STEAMUSERNAME\counter-strike source
In that folder, or in some of the subfolders (you may need to look around), your game should have created a file called Console.log or Console.txt. open up that file, and post whatever's in it here.

Here's an example from my Pirates, Vikings and Knight II game. When you post the Console.log, it might be a good idea to remove your steam username ^^

No, that's not what I meant. Any game installed via steam has the issues. It doesn't matter whether or not it's valve, just anything installed through steam has problems. Though, yes, I can add a non-steam game and it doesn't lag. The overlay still fucks up though.

ah, okay.
Well, you could always disable the overlay. But I guess you add them to steam for the overlay. If it's because you chat alot, you can add -noborder -window to launch options. It displays as fullscreen, but you can alt-tab in and out without delays.
