Looking into getting a desktop for audio production

I've been working towards audio production for a while, hopefully making it into a career. Thing is, right now my laptop can't sustain everything I'm doing and I'd much rather have a desktop strictly for audio production.

So, my real question is what would be my best bet for buying a desktop that would be ideal for home audio production.
I'm not looking for anything too expensive, I'm not exactly running a studio here. I was thinking maybe $650 tops.

Also, I'm not entirely sure what is a good sound card and what isn't, and if that would even affect latency if I'm using an external audio interface to hear playback.
