I have a currently use a webcam that does not have the ground wire because i accidentally ripped it. Is this dangerous?
Will this fry my computer or just fry my webcam?

Just replace the ground wire. A soldering iron and some time is all you need.

will twisting wires and wrapping in electrical tape work just as well?

Most electronics won't even work without a ground wire. It is possibly dangerous though. Be careful with it.

get a new webcam, they aren't that expensive. You can get a decent one for like $20 - 40.
