So I just updated to the newest version of the driver, and immediately afterwards when I tried to watch a video on youtube, the video would show up as nothing but a green background while the audio played. Then, I did a roll back and tried to play the video, except that made my computer just freeze, I had to manually restart it.

Need help fixing.

You can try using those driver cleaners to remove any reminder of it that was left behind. Then reinstall it.

uninstall drivers
boot safe mode
use driversweeper to remove all drivers
reinstall drivers.
????

Incidentally, you can use steam to update ati drivers now.
