You have drum brakes in the back, the brake is behind the rotor. They did that on a lot of older economy cars because they were dirt cheap, but the braking performance and stability sucks.
Cheetah is correct, the Civic has rear drums. This is nothing you should worry about unless your brake pedal is spongy. Take it to a mechanic and have them checked. Normally in my area when brakes get worn down to 3/16th of an inch they are replaced.
