Im in Connecticut. No, Im not in outlying islands.
Im using a Mygreendot personal Visa card (It should work the same as a normal credit card) and I guess you can only make US purchases with it. What ive done so far Is I sent 12 dollars to my second paypal account, and refunded it, so I have 12 dollars total on my Paypal Balance (its no longer on the card)
I want to use this balance to buy Minecraft... HOW?

Log into minecraft, click buy now, continue, log into paypal, confirm order, ???, profit!
