if a game starts to lag (Not because of video card) what would help take away the lag, CPU or Ram?
Deciding whether to get a better CPU or ram

Deciding whether to get a better CPU or ram | Well, it really does depend on the game, but probably CPU unless you have really bad RAM. Ehh, is there a specific game you have in mind right now?
Also, if it's an online game, it could be network lag.

I'd assume its not the ram. Unless you have ddr.

It could be FPS lag or network lag.

I should hope it's not network lag OP is asking about.
It could be memory if there isn't enough of it (page file performance). Really would have to see the specs to be sure.

how do you know it's not the video card?
if you're getting a lot of hitching, maybe you're thrashing your hd because you're constantly hitting the page file
you can also check GPU usage with something like evga precision or gpu-z. if gpu usage isn't high in game (as in 90% or more) and you have poor framerate you're probably CPU bound.

The lowest end of the bunch even Celeron are dual cores.
OP can patch his game and update drivers, this may help in performance/fix

He should have an athlon II x2, 5770, 2gb ddr3 ram, but I do not know the game. He actually asked me when he was building. Pretty sure this is what he went with. Inwhich case only games using quad core capability should lag badly.
I mean shit, some games lag for me on high looks. Not really lag, but less frames.

no, not really | Really? So you are saying games that say they require a quad core for max, something like BFBC2, can max out on something less? Can I fly if I flap my arms really hard too?

nothing says it requires a quad, throw enough horse power at it and you'd be fine with anything.
lots of things are parallelized well enough that they will use a bunch of cores, doesn't necessarily mean you will get free performance if you aren't cpu bound as is. maybe you can even damage performance if you're lucky, there is an overhead involved.

at 3.33ghz the deficit is already almost made up. hardly matters if enthusiast mcoverclock comes rolling up with his 4.2ghz dual core some shit

Recommended:
o OS: Windows Vista or Windows 7
o Processor: Intel Core 2 Quad or higher
o Memory: 2GB
o Graphics: 512 MB Video Card (GeForce GTX 260/ ATI Radeon 4870)
o Controller Support: Support for Logitech G15 and G19 keyboard LCDs in multiplayer
This must be nothing.
