Might as well try closing it just as a test.
If that doesn't work restart your computer.

I've completely drained the settings and closed all my external stuff and it runs fine at lowest screen resolution...

Don't use gamebooster.
If you're lagging, it's likely your internet is shitting out.
go to speedtest.net and post the result (upload, download, and most importantly ping).
