I'm willing to take the risks, I just want to do it, I'm fed up with my provider.

Speed caps are controlled by:
Your ISP
Websites
Possibly your router if you are wireless
There is no uncap, buy a better internet plan.

The ISP caps the speed most of the time. The true speed in not there.

The ISP caps the speed most of the time. The true speed in not there. | Some ISP throttle also. I hate when comcast throttles me.

your modem downloads the proper limits every time you turn it on. your isp will quite happily terminate your service for trying this.
and if you're having speed problems to begin with, then your node is probably saturated as shit and upcapping will get you nowhere since there's no bandwidth to begin with. you can see if your isp offers docsis 3 yet, and if they can move you over to it. if the problem is a congested node, then this should help.

If you can't afford better internet service, you can't afford the fines and possible jail time from being a dumbass.
