Does anyone know of a ruler for windows that can measure in pixel,cm,inch. It need to be able to measure horizontally and vertically.
It need to be free.
It need to.
It needs to measure from left or from right.
Does anyone know a program that can do this?

That makes no sense. Every monitor has a different DPI, so a pixel is not a physical measure. You can't convert to inches/cm without knowing the specs of the monitor you're running the program on.

Query the model name of the display, and use that to figure out the dimensions (e.g a database, or try to guess based on the name)
Then use that info to get the real size
