Ok, since most of you dont have the android phones, or understand this, let me tell you.
ROM Manager is an app that you can get in the "Market" app on the phone, kind of like the app-store.
His message says to update to the latest version, so he thinks he has to download the ROM from the app.
The ROM is like the entire phone, the ROM contains the phone version, wallpaper, apps, etc...

In a nutshell:
This guy thinks in order to update the app, he has to download the update from the app, but the ROMs from the app are to update the phone, not the app itself.
