It depends.

PC or Xbox?

PC Oblivion had made some huge advancements in modding. Morrowind has too, but it is just so much more epic on Oblivion.

Vanilla Morrowin > Vanilla Oblivion

I honestly think that modded Morrowind can be so much better.
You have both of the Tamriel Rebuilt overhauls (and much more other landscape overhauls).

Enter a man named: Timeslip
Timeslip makes a incredible program called "Morrowind Graphics Extender"

I knew Timeslip when I modded Oblivion.

I was a part of the TES community starting in 06.
