its impossible. that mosaic censoring you want to remove its not added data but substracted data. there is no way to recover the lost pixel information it was replaced with the mosaic effect.
thats why I'm telling you , only way to do it is to redraw manually.

what it does is to blur a little the parts where noise is detected :/
you can do that with photoshop, its different with the mosaics you want to "remove"
