Where can you get legit XP skins that are safe to download and don't come with tons of extra programs.

Patch your uxtheme.dll and then download any them from http://www.deviantart.com/#catpath=customization/skins/windows/visualstyle&order=9

KiwiMan - it is a dll used to verify that you use only signed themes (AFAIK). Google on how to patch it.

I recommend using TuneUp Utilities and downloading themes from the TuneUp site.

The simplest way to explain: it's a file that's stopping you from using custom 3rd party themes.
To patch it you just download an .exe and it will patch it for you..
