It's ok. Make it 16 bit and soften the edges.

Doesn't really look like a dragon, more like a really fat and hunched over demon. Make thicker legs and have it on all fours.

This is Lucifer is his mid stage just like his small phase he stands on his 2 hined legs and has 2 small arms as you can see from the baby Lucifer below, but Adult Lucifer (Not yet Finished) has 4 Legs and 2 small arms.

The light source is difficult to pinpoint, try picking a single light source and sticking to it while shading. And you probably should have worked on a bigger workspace in order to make the overall design cleaner and more eye-appealing. At the moment, it doesn't have enough detail and is too small to be attractive to my tastes, hence the use of a bigger workspace.

Keep working, pixel-art is very popular right now.
