No. You can crack it without Steam, but almost every server will boot you instantly. Only ones that aren't on dedicated servers won't.

Honestly, know what you're talking about before you try to look smart. Yes, there are a lot, but you won't get any decent latency with servers in Russia, in fact it probably won't even show up.
