Ok So I just built my PC can I take a hard drive from another computer that already has the OS on it and just put it in and start to install different drivers?
Or do I need to do a full reformat _________________

This all depends on your motherboard chipset. If the old board and the new one uses the same type of chipset then you may get away with the reinstallation and go straight with installing the drivers, but sometimes this option will not work.
e.g. Old board: Intel 945, new board: Intel P35=Yes
Old board: Intel 945, new board: Intel X58=No
It's better off that you do a clean install so it will only use the resources from the new board instead of mixing up both.

Yes you can use another Harddrive with an OS already in it...
But if your current newly built PC has a HDD already in it, I'd just reformat it and install Windows Vista on it.... _________________
