Get 2x3GB of memory unless you do anything seriously hardcore on the computer. Is that ASUS DVD-ROM drive a burner? Just pick up an LG/Samsung 20x/22x if not, they're cheap. Don't skimp on the PSU (it's only $20 OEM), get one from a quality company like Corsair, PC Power & Cooling, or Antec maybe.
I'd recommend against using XP, since without 64-bit support, you're wasting ~3/9GB of memory. XP x64 isn't good since driver support never really caught on. The Vista/later driverbase is pretty good, both for 32-bit and 64-bit operating systems.
Think twice about getting the Belkin surge protector/powerstrip, since they just remarket other companies' products, but it might not be a huge deal in this case.
As a final note, if the 19" is all you can fit into your current budget for the computer, either don't buy one until you can get a good 22/24" monitor (remember monitors are your front-end to the software of your computer), step down the system, or wait for price drops.

| Hell, with a computer like that you could always do it in a virtual machine. Even dual-booting would work.

He's saying you can just make a virtual machine, using VMware to use XP.
Vista is a better OS than XP.
And, if this is going to be your first build, i wouldn't spend so much. Just my advice.

| Is there any real reason for the i7? Maybe heavy-core rendering or encoding? You could think about going with a Phenom II build, save some money (or put it to better monitor/peripherals).

I agree with this.
I have a phenom II 940. It's a very good alternative to the i7.
