Define "good effects". It's a very broad topic; there's a ton of stuff you can do in Vegas Pro as far as editing goes and there's a lot of manual controls you can play around with, unlike other less-professional suites.
Velocity envelopes are very fun to play with. You can very easily speed up or slow down a clip and stuff like that. Messing around with Track FX can add some bizarre and unique looks to your video. Really, TBH, it's all about experience and creativity-just finding out stuff on your own and playing around. Experience comes after you've mastered the creativity part. There are tons of ways to come up with "good effects", although some take more time to master than just velocity envelopes.
Just experiment, test out things that you wouldn't normally do. If you have some things that are more difficult, there's usually a YouTube video that has an answer (ex. manual split-screen effect).
You can be an amazing editor (in terms of knowledge), but still create a video that ends up worse than a person that isn't as smart as you. It's about experience and what the people want to see, on top of just knowledge of effects.
