You really posed two different questions: "is it ok to date older girls" and "will this older girl date younger girls"

For the first question: of course but it depends on what ages you are and what age the girl is. In middle school, an age difference of even a year is a lot. Once you get in high school, a couple years age difference doesn't really matter. From college on, age differences don't matter that much at all. For example, a teacher I had was engaged to a guy 8 years older than she was.

In regards to the second: depends on the girl, try asking her out. Doesn't hurt to just try.

In my high school, there were seniors (12) dating freshman (9), though uncommon, it did happen. So, a couple years is usually acceptable.
