A friend of mine stole something.
The person that had the cellphone stolen had someone frisk my friend for the cellphone.
Was that person legally allowed to touch my friend?

That person wasnt really legally allowed, unless given permission by someone higher ranked then him (adult, police officer).
Plus, that counts as sexual harassment.
