Alright this is my first rig i ever built im only 15 and just getting into computers.
WINDOWS XP Professional 64Bit
Intel Core 2 Duo Processor E8500 3.16 GHz
X-FI Xtreme Gamer Soundcard
PNY 9800GT Graphics Card
nVidia 790i Ultra SLI Motherboard (got it for 50$ lol)
1000W power Supply
2GB DDR3 RAM
1TB HardDrive
Rate it and tell me what I should upgrade; I was on a 1400$ Budget

XP 64-bit was and still is a pretty big fail. Even Microsoft's own first-party software was not completely 64-bit, and the market was not ready for the switch to 64-bit. Vista x64 would be preferable.
Assuming your dual core is an E8500, that wasn't that great of an idea. A similar E8400 or E8300 with a slightly lower multiplier would have saved you a decent amount of money. Anyways, the performance could have been improved by OC'ing by under a 20MHz core clock increase.
There's not a very good reason to get an X-Fi card, or really any dedicated sound card. The difference is very little for the premium you pay for a sound card. Unless you're an audiophile with a high-end sound system, then that sound card is mostly wasted money.
Depending on your location (well, actually that would tilt everything I'm saying), you could have gotten something far better with a $1400 budget. A GTX 260 or HD 4870 1GB would yield a good 30-50% performance increase, while still probably fitting in your budget, assuming you got your parts from Newegg.
Sure, go with that.
1000W is overkill for any kind of build. At the most, a dual GTX 295 solution with a uber-high end Core i7 would probably suck up about 650-700W, and after calculating for PSU inefficiencies and how each component handles power, than a good 800W PSU would handle it. You would have been fine with a 400W PSU (or less), assuming that it supplied 22A on the 12v rail.
Even if you want to use a 64-bit OS for performance improvements, I would still recommend that you have 4GB or more RAM to really take advantage of the extra memory-mapping capabilities of 64-bit Windows. Also, DDR3 doesn't go that well with Core 2 Duo-based computers, unless you're doing some major, high-FSB overclocking.
A 1TB HD is fine if you need that kind of space.

I'd recommend Vista or 7 over XP x64. Lots of programs (esp. Microsoft/Live) don't have a 64-bit version that works with XP.

Often not necessary, onboard sound is sufficient.

That's alright, I'd go for one of the newer NVidias for that price.

Overkill. Get a high quality 500W from a good company.

600W-700W Power Supply (Gonna had some LED lights and shit)
nVidia 790i Ultra SLI Motherboard
PNY 9800GT graphics Card ( Ill try to get enough to 2 or 3 way SLI)

As long as you aren't blowing money on extravagant frequencies, fine. Also as long as its DDR2. You'll be blowing money using DDR3 on some C2D build.
1TB HardDrive
Make sure you really need 1TB, else downsize.
I still don't know what you are blowing 1.4K$ on. I have a build setup for 1.2K$ and it still seems superior. Unless you have to waste some money on a nice monitor, printer/scanner and other misc. devices, you are wasting money.

Ill use 9800GT Until i have more cash (as long as it can play cod5 well im fine.)
I meant LED fans.
I already got most of the parts and ill buy the 2GB ram soon and long with the Power Supply

--64 bit XP isn't really worth it. If you're going to want to use a 64-bit OS, use Vista. It's not nearly as bad as most people think.

This whole build needs scrapped and completely re-done. I suggest:
ASUS P5Q Deluxe ($195) or GIGABYTE GA-EP45-UD3R ($120)
Q6600 ($190) or E8400($165).
nVidia 295 ($500) or HD4870 x2 ($450)
PCP&C 750W PSU($135) or Corsair 750W PSU($125)
2 x 2GB of good OCZ, G.Skill or Corsair RAM. This is very good for the price. ($20 after rebate)
Any 500GB/640GB/1TB WD HDD would be sufficient ($65/$75/$105 respectively)
If you plan on overclocking, get this with the retention bracket ($35 + $9). Very good CPU cooler for the price. Also, after a lot of research I've done in the past it seems that OCZ's thermal compound beats most other pastes by a very small margin.
Antec 900 ($109)
Windows Vista Ultimate 64-bit ($0)
Any generic disk drive ($20)
This totals out to about $1318 for all of the best components listed (before at least $150 in mail-in rebates) and is orders of magnitude better than the build you posted.
EDIT: Seeing as you've already bought most of the parts, the only advice I can give you is to consult a forum or something before you go buying parts.
