i'm getting faster internet soon and i need some reccommendations.
i live in seattle, WA, USA and my budget is $45.
i'm looking at the qwest 12 mbits/sec.
my priorities are fast dl speed, really low ping, and fast upload speed.

FiOS from Verizon is pretty fast, but i something should happen to go wrong with it, be warned that their customer service really sucks. Also, Roadrunner high speed internet is pretty okay, too. That TurboBoost thing is a load of crap though.
By the way, by 45$, do you mean per month, or for everything to be set up?

| Why would a set up fee be so cheap? Installation usually costs $100 for a high quality provider.

Why does setup cost you anything? All I got was a modem and cables so I did it myself.

if you want a fast ADSL connection you should make sure you're maxing your current plan atm otherwise things like line attenuation and signal to noise ratio will mean you won't get better speed at all.
I live in a fairly new area and with standard ADSL I could only get 3mbit (of the "up to 8mbit")
switching to ADSL2+ improved this but I know now that my max speed through my phone line is 7-8mbit no matter what an ISP says.
a good choice would be fibre otherwise it's very hit and miss on actual speeds.

they have to pay a guy to go find your wires at the exchange and move them to their equipment.

It depends on a lot, often usage in your area. Pretty much, most ISPs won't guarantee any speeds. See if you can talk to somebody you know near you who has the service you're talking about getting.
I guess I feel lucky with cable in Jersey (even though I hate the company). $30 for 15mbps cable, $10 for upgraded tier, 30mbps/5mbps (no cap).

I have 20mbit download. I was told that downloading was 10% of your internet connection, so i should be able to download with 2mb/s or something(i do not know any of this, and dont know much math.)
But i sometimes hit a download speed at 7.2mb/s.
I don't know, just giving my experience.

Close. It's actually the conversion between megabits per second to megabytes per second. You can google with the syntax "20 megabits to megabytes" if you need to.

That means I should be DL/ing 2.5mb/s
But the max I can get with either RS premium and a payed newsserer is approx. 1 to 1.5 MB/s...
so why is that?

It depends on the usage in your area and how fast each connection can be. You could try using IDM or Freedownloadmanager for downloading with >1 connection. You might get better speeds that way.
