How to host TF2 achievment server?

When I use TF2 achievement servers, they're all incredibly laggy and I get disconnected after about 5 minutes. When I host my own server with the same map, the bots aren't there. Does anyone know how to host a TF2 achievement server?

Make a server on that map and then in console
