Yes you can install Software... Just probably not software that requires admin privs...
and if you mean hardware like hard drives, also yes... Like if you install a graphics card onto your mobo then the non-admin should be able to use it.

You can install software only if it is not restricted.
So in some cases you might be able to install software,
but If you mean like on a school pc..
no way unless the teachers are real dumbasses.

If you don't have CD burning rights, see if you can get them.
If you can't, get a friend to burn the CD and follow this video guide.
