Go to your boot setup and configure the boot sequence.
Make sure it tries to boot from your optical drive before your HDD.
It's straightfoward. Once you enter the BIOS setup you'll know what to do.

press del, f2, or esc (whatever button is used to enter your BIOS) just ask your computer is starting to boot up. when you enter your BIOS find boot priority/boot sequence and change your cp/dvd drive to 1, 1st boot device.

? It isn't hard to do.
Go into boot setup pressing f2 or del like FullyAwesome said.
Once there, change the boot sequence so it tries to boot from your CD-Drive before your HDD. Then thats it. Follow the on-screen instructions until its done.

and this pc's writer is screwed up so i cant make a disk.
any other way to format?

your cd/dvd driver obviously isn't 1st boot device or working properly. you're going to need it to work to boot off the xp disk and install windows.
