Have you tried
sudo aptitude update && sudo aptitude install rar unrar

or
sudo apt-get install rar
sudo ln -fs /usr/bin/rar /usr/bin/unrar

If that doesnt work dont blame me. Blame google

why are you using linux if you have no basic knowledge of installing programs on it? stick to windows if all you're going to use is wine with windows apps.
