is it possible to run a shell command in PHP?

like

$username = $_POST[´user´];
shell_command(´mkdir /home/ ¨ . $username . ¨/publci_html´);
?>
etc?

and how can i use sudo in it? usually i have to enter a password after i type it in... ( like sudo... enter... password..)
